Thank you for your interest in and support of the University of South Florida Sarasota-Manatee. We are deeply grateful to all of the students, faculty, staff, administrators, USF System representatives, and external partners who worked to make our new strategic plan, Focus on Quality 2020 a reality. We have developed a plan we can all be proud of that builds upon our strengths, maximizes our resources, deepens our purpose, and more fully engages us with our internal and external partners. Our plan is intentional, meaningful, and designed to make a significant impact. The plan outlines seven major focus areas:

Within those seven areas we have a number of well-defined strategies and measurable outcomes that will help us meet our goals. In addition, we believe the following will be the top ten transformational outcomes that will re-define our institution:

Gifts and grants made to the USF Foundation on behalf of programs and initiatives at USF Sarasota-Manatee stay in the local communities. The most pressing needs for USF Sarasota-Manatee are as follows:

The $30 million STEM Academic Center will feature classrooms, labs and research spaces designed for 21st-century scientific investigation. Here, students and faculty will work across disciplines with access to the most powerful equipment and technological tools available, in flexible spaces that foster the highest level collaborative education in the physical Sciences, Technology, Engineering and Mathematics disciplines.

Background Statement
The University of South Florida Sarasota-Manatee (USFSM) was established in 1975 as part of the USF System. USFSM was founded to serve students in Manatee, Sarasota, and DeSoto Counties.

Today, USF Sarasota-Manatee’s 81 resident and 70 adjunct faculty members deliver more than 40 bachelor’s degree, master’s degree, and certificate programs to nearly 2,500 students annually. USF Sarasota-Manatee continues to emphasize quality, convenience, and affordability with a 13:1 student-faculty ratio in fall 2015, average undergraduate class size of 23, more than 80 percent of the faculty with terminal degrees, and 40 percent of courses were taught online in fall 2015. Its offerings include an honors program, an arts-infused teacher-preparation program, the only hospitality program in the USF System, a biology program in partnership with Mote Marine Laboratory, and a limited-access, nationally accredited business college.

In order to continuously improve teaching and learning, scholarship, research, innovation, public service and community engagement, USF Sarasota-Manatee strives to provide expanded access to a University education that benefits students and the local, national, and global levels.  USFSM strives to enhance success of student outcomes, faculty productivity, and a positive impact on the community.

Your investment in any amount supports the Annual Fund for each college.  Unrestricted gifts provide support where it is needed most, whether toward the operating budget or for unexpected needs or special projects. Unrestricted operating funds allow flexibility and development of a comprehensive academic program that will serve as a resource for institutional research, service, and teaching advances in the College of Business, College of Hospitality & Tourism Leadership, College of Liberal Arts & Social Sciences, College of Science and Mathematics and the School of Education.  $10,000 per college / school per year adds significant opportunity to meet critical needs not funded through regular institutional channels.

Unrestricted annual gifts are a top priority at USFSM. All gifts are immediately applied to the University’s areas of greatest need. This flexible funding allows administrators to address emerging needs and take advantage of unexpected opportunities as they arise.   Gifts to the Annual fund benefit every student, professor, staff member, and the community every day. 

Long Term Success

Successful Annual Fund development will be evidenced by increased opportunities for each college to support merit scholarships, faculty development, program enhancements, and emerging needs.

Program Success Examples


The 1st cohort of National Kaohsiung University students from Taiwan arrived to USF Sarasota-Manatee on July 10, 2013. The 9 students from NKUHT will spend 10 months in Sarasota taking several courses, followed by an optional 5-month internship.


Four students from the College of Hospitality and Technology Leadership participated in a three-month initiative with Blake Medical Center to develop a plan to improve the hospital experience through the eyes of those in the hospitality industry. The result was a comprehensive, “Organizational Excellence Proposal” suggesting numerous improvements. Changes to the patient environment include invigorating color schemes, enhanced lighting & user-friendly furniture. Other suggestions focused on food quality, service and employee recognition.


These, among others, demonstrate the forward momentum created by the dean of the college, Dr. Cihan Cobanoglu.

The USF Sarasota-Manatee is committed to provide the next generation of students the intellectual resources they need to compete in a fast-paced, evolving global society and the financial resources needed to achieve their educational goals. For many of our students, finances can become the sole factor in determining whether they will attend college and/or pursue an advanced degree. USF places among its highest priorities the establishment of privately funded scholarships. Unlike student loans, scholarship funds do not need to be repaid, reducing the financial burden many students face after graduation. The generosity of thousands of donors has helped generations of USFSM students realize their dream of a university degree. A gift of scholarship in any size serves as an investment in the future.

Students will the decisions to attend USF Sarasota-Manatee if there is a promise to support tuition expenses and they have the option of living at home. A stronger freshmen class will increase demand for classes, for the benefit of all students on campus.
Long Term Success
Gifts of scholarship strengthen USF Sarasota-Manatee's ability to recruit the highest caliber students who fulfill both the academic and financial qualifications. USF Sarasota-Manatee's expansion to a four-year university will accelerate growth in the student population, increased course and program offerings, and maximizing campus utilization to serve as many local students as possible in our convenient, regional campus setting. The need for scholarship funding is greater now than it has ever been.

Program success for scholarship distribution can be measured by the number of students awarded scholarships over the previous year(s), the number and amount of new scholarship funds collected from public and private interests, and an increase in enrollments.  Additional data may be collected from surveys, interviews, and first-person narratives about scholarships and their impact on the academic careers of individuals.
Program Success Examples USFSM students have benefited greatly from the generosity of our donors.  Since 1998, USF Sarasota-Manatee has awarded more than 1.48 million dollars in scholarships to thousands of deserving students, including over $450,000 to students in the First Generation Program. 

Endowments support a broad base of initiatives at USF Sarasota-Manatee.  Endowed funds may be created for scholarships, fellowships, chairs, research, professorships, lecture series, equipment, capital improvements and more.

Endowments preserve the donor’s original gift to the university in perpetuity, creating an enduring legacy throughout time.  The principal gift remains intact while earnings from the donor’s investment are used to support its purpose.

University Advancement works with donors to discover the best way to create an endowed fund that best suits their particular needs and wishes. Endowments can be established in the donor’s name, the name of their business, or in honor of someone important to the donor. Donors also can specify how they would like the income from the endowment to be used.

Joel D. Momberg.  During his 30-year tenure at All Children’s Hospital, Momberg worked closely with USF to raise a $36-million endowment for pediatric research, which built and supports research in the USF-ACH Children’s Research Institute. The group of gifts from All Children’s remains USF’s largest institutional endowment. Momberg started at All Children’s Hospital as director of public relations in 1979 and was named Executive VP of All Children’s Hospital Foundation in 2000. He was one of the founding members of The Children’s Miracle Network.  In addition he has served on the Board of Shorecrest Preparatory School and as 2004-2005 President of Suncoasters, who produce the Festival of States. He served as member of the Board of Governors of the St. Petersburg Area Chamber of Commerce; and is currently serving as an Advisory Member of the following: MoreHealth, Inc.; an educational partner of All Children’s; Junior League of St. Petersburg; and Suncoast Cardiovascular Research & Education Foundation. Momberg was born in New Orleans and graduated from the University of Georgia.
The USF: Unstoppable Campaign, publicly launched in October of 2009, has raised both awareness and funding for USF System students and priorities in academics, athletics and research. As of June 30, 2016 the campaign surpassed $932 million of the $1 Billion goal.

Governance Comments by Organization

The USF Sarasota-Manatee Campus Board maintains oversight of the Sarasota campus budget only as outlined in the State University System.  We provide leadership in the creation and acceptance process for this budget.  Programming leadership comes from a large Community Leadership Council which is represented by a diverse group of individuals with a broad representation of professional backgrounds and expertise.  Each of the Colleges at USF Sarasota Manatee charges separate advisory councils that help inform course offerings that mirror the changing needs of the community.  It is important to note that some board members make contributions of service, particularly in giving of their time to the USF Foundation.

Byron E. Shinn – Chair

Byron E. Shinn is president and managing partner of Shinn & Company LLC, Certified Public Accountants and Consultants. Shinn formed the Bradenton-based company in 1993 to provide professional services in the areas of auditing, accounting, taxation and business consulting. He is a member of both the American Association of Certified Public Accountants and the Florida Association of Certified Public Accountants. He is a past board chairman of the Florida State Board of Accountancy and currently serves as a member of the organization’s Probable Cause Panel.  Mr. Shinn also serves as a member of the USF Board of Trustees.

David EckelDavid Eckel serves as President and Broker/Owner of Wagner Realty, comprising 10 branch offices in Sarasota and Manatee Counties and across the Tampa Bay area.  Eckel graduated from Cornell University and received an MBA degree from the State University of New York at Buffalo. He also served as an officer in the United States Army and received an honorable discharge as a Captain.

Anila Jain
Dr. Anila Jain is a physician and medical consultant who resides in Manatee County. She is an active child advocate and volunteer in numerous community organizations at the state and national level. Dr. Jain was instrumental in founding Filling Area Needs, Inc. in 1989 to assist abused and neglected children and families in need, and to render emergency assistance of food, clothing, medication, household items, etc. within 48 hours.
 Bill Mariotti
William "Bill" Mariotti, the president and CEO of Bill Mariotti Site Development, Inc. is a USFSM alumnus with a bachelor’s degree in business, with concentrations in management and marketing. He also is president of Mariotti Asphalt and Mariotti Utilities, a family owned business since 1952, providing complete site development for residential, industrial and commercial properties.
Rick Piccolo
Piccolo has been the president and CEO of the Sarasota Bradenton International Airport (SRQ) since 1995. After earning a bachelor degree in business administration from the State University of New York Buffalo, he began his career at the Buffalo International Airport (BIA). He held several positions at BIA including building superintendent  and assistant director of operations. He worked in the operations department at Tampa International Airport and, prior to his position at SRQ, he was the assistant airport director at the St. Petersburg-Clearwater International Airport.

The USF Sarasota-Manatee Campus Board maintains oversight of the Sarasota campus budget only as outlined in the State University System. 
We provide leadership in the creation and acceptance process for this budget.  Programming leadership comes from a large Community Leadership Council which is represented by a diverse group of individuals with a broad representation of professional backgrounds and expertise.  Each of the four Colleges at USF Sarasota-Manatee charges separate advisory councils that help inform course offerings that mirror the changing needs of the community.  With these three working structures I feel, as the Board Chair,  that we have great community impact in this public higher education institution and allow for true and meaningful engagement from each of the these volunteer groups.
Financial Comments by Foundation Related organization support is reflected in Foundations/Corporations revenue.  Financial figures were taken from the IRS Form 990s.  The Federal tax returns and audited financial statements reconcile. The Foundation includes the value of donated professional services in income on their Federal tax return.
