Community Solutions 360 - 2015 accomplishments: 

  • Completed 5 homes for homeownership in 2015, utilizing HUD HOME / Neighborhood Stabilization Program ($800,000)

Needs Statement
  1. Funding for housing counseling & education - homeownership as well as rental.  Cost of counseling per customer $49.50 per hour and it take between 5 hours to 15 hours to prepare a customer to rent or lease. (5hr = $247.50 , 10h = $495.00, 15hr = $742.50)
  2. Funding for rehabilitation / retrofit for disabled veterans and seniors aging in place according to the extent of their need.  ($2500 - $15,000 per unit depending on the extent of rehab)
  3. Funding for additional rehabilitation costs to our homes funded through the government for our homeownership program.($1000 - $10,000 per unit)
  4. Funding / house donation or matching funds to our current government funding, for acquisition, construction, and soft costs for one affordable home is ($175,000 - $200,000). 
  5. Funding / donation of land (3-5 acres) for an affordable rental complex (75-100 units) for seniors / veterans ($250,000-$500,000)
Background Statement

Community Solutions 360, Inc. has been a not-for-profit builder and developer of affordable housing serving Sarasota and Manatee counties since 2000. The current President, Laura Carter, has been the project manager and director since the inception. The organization was also know as GoodHomes of Manasota, Inc. until August 2013.  At that time, Laura Carter & Jim Gillett took over the existing 501 (C) 3, and changed the name to Community Solutions 360.  Our Mission: Creating Solutions for the Communities we serve in Housing, Health, and Safety.

As a Community Housing Development Organization the corporation has built and rehabbed over 135 houses utilizing $25 million from various government funding sources; while providing individuals and / or families with approximately $45,000 in down payment assistance.  This down payment assistance makes the mortgage affordable for first time homebuyers. 

Community Solutions 360 also provides housing counseling and education to those individuals /families seeking homeownership and rental information.  We also provide foreclosure counseling on a limited basis.  In 2015, our customer base was 100 and of those 25 purchased homes - realizing the dream of homeownership.

Statement from the Board Chair/Board President

Community Solutions 360 has been successful in accessing government funding to complete their 135 housing projects.  This equates to accessing $25 million in government funding and providing $5 million of those funds as down payment assistance to families. 

They have a great understanding and concept of working through the government competitive process and completing their projects.  The challenges that lie ahead is the shrinking of HUD funding for homeownership and looking for alternative funding sources. There is still some other sources of government funding but that is also dwindling.
 
The housing focus now is for rental base properties. The competitive funding cycles continue through Florida Housing Finance Corporation to be available for rental complexes for low to moderate income families, seniors, veterans, as well as, the special needs populations.  This will be our next focus.

Community Solutions 360 finds itself refocusing on a different market  and much needed affordable rental complex for seniors and veterans. This is one of the biggest needs facing Sarasota and Manatee counties.

Community Solutions 360 is looking for strategic partners and donors to assist them in fulfilling this dream and community need.  It will be a  $12 million project with $10 million coming from tax credits.  The
$2 million shortfall would come from partners, donors, fundraising events and/or a capital campaign.  We are currently working on obtaining 3-5 acres needed for the project. 
Statement from the CEO/Executive Director

Community Solutions 360, Inc. has served Sarasota and Manatee Counties as the only Community Housing Development Organization (CHDO),  This is a special designation by HUD for the organization to received HOME funds (specific set aside) for developing affordable housing and other housing activities. 

Community Solutions 360 has served in this capacity for the past 16 years.  Not only have we provided the "dream" of homeownership for our own 135 homes but we have also assisted another 125 households realize that dream through housing counseling / education and assistance through the entire buying process. Every household has received down payment assistance from the county to assist in lowering their house payment significantly.  For these low to moderate income households, their mortgage payment is lower than what they were paying in rent usually by 10-20%.  That is a significant saving for our homeowners and now they have a place to call "home." 

Community Solutions 360 has also assisted families to save their homes from foreclosure or survive during their foreclosure process, through housing counseling.

Community Solutions 360 is looking toward the future is assisting aging in place seniors, disabled veterans and special needs populations obtain affordable and safe housing.  We are looking to build an affordable rental complex, as well as, rehabbing /retrofitting existing properties for those facing the challenge of a disability.

Description

Housing Counseling / Education: homebuyers, homeowners, & renters will receive counseling on budgeting, credit review, debt management, asset building, safe & affordable housing options.  Post purchase and foreclosure counseling, as well as, counseling / education on being a good rental tenant are available. 

 
Affordable Housing: develop & build affordable housing for low to moderate income (below 80% Area Median Income) first time homebuyers utilizing government funding.
 
Aging in Place Seniors / Veterans: provide rehabilitation / retrofit to existing housing for those with disabilities to provide a safe home that facilitates independent living and in accordance with ADA guidelines. 
 
Safety: implement a subsidy program to assist Veterans and those customers who are below Area Median Income to participate in a local motorcycle safety course provided by RideSafe USA at a discounted rate.

Short Term Success

Short Term Success: less than 90 days - this is determined after the initial 2 hour counseling session and evaluation of the customer's budget, credit history, savings, as well as other obstacles the customer is facing. This particular customer has a few or no obstacles standing in their way for mortgage approval.  Their basic need is information and direction on how the process works, so they can proceed to their goal.  Information concerning our Affordable Housing Program and other programs, as well as, the down payment assistance program offered by the counties is provided to the customer. This customer requires 5-10 hours to obtain their goal of homeownership. 

Long Term Success Long Term Success: 90 days to 24 months - this is determined after an initial 2 hour counseling session and evaluation of the customer's budget, credit history, savings, as well as other obstacles the customer is facing.  The customer financial ability and desire to follow the plan of action set forth by housing counselor concerning budgeting, credit resolutions, and savings determines the length of time, the customer will be in the program..  This customer usually requires between 10-20 hours of counseling.
Program Success Monitoring

Customer monitoring is done through the use of a "plan of  action" given to the customer after each counseling session.  We also utilize the Housing Counselor Online system for input of customer data, counselor notes, & specialization reports on different demographics.

When a customer purchases one of the homes built / rehabbed by Community Solutions 360, they are easy to follow & maintain a relationship with for post purchase counseling.  But customers who purchase houses not in our program sometimes just fade away into their new neighborhood & this makes it hard to follow-up.  While others maintain a close relationship with us sharing their success stories.
 
We are all about our families and their stories.  

Program monitoring is done through the utilization of a Customer Service Questionnaire to measure the quality of our services.  For customer input we have a Policy & Procedure Standard in place that encourages customers and neighborhoods to assist us in revitalizing our communities.

Community Solutions 360 programs are well established in the community and has been successful for 16 years.  Our best advertisement is word of mouth.   As we have found ourselves the only Housing Counseling Agency in Sarasota County since the last half of 2013 and now through 2016, our customer growth has increased to say the least. We have served 225 customer while our funding for housing counseling has decreased significantly  as the government cuts their budget. We have made application for several grants to assist us with counseling administration through various financial institutions and have captured $20,000.

We currently have sold 3 homes and 2 homes are under construction and will close with our homeowners by fall 2016.   In last quarter of 2016, Community Solutions 360 will receive additional funding to complete 2-3 additional homes.   Below please find a comment from a government agency that we served for the past 16 years.

Challenges

Community Solutions 360 is facing the diminishing of federal funding for their housing projects and the developer fees received for those completed projects are the main source of revenue. 
 
All funding for housing counseling/education programs is depleted from the government and we are continually looking for grant funding opportunities (mainly financial institutions) to subsidize this program.  In 2015, we served 100 housing counseling customers and in the first six months of 2016, we already have served 50  new customers.  At this rate we will serve 125 new customers at the end of 2016. 
 
Opportunities 
 
Community Solutions 360 received $5,000 grant funding from Bank of America and Wells Fargo, respectfully, for housing counseling in 2015.  We have re-applied for funding for 2016 from both of those sources.  And we anticipate funding from SunTrust for housing counseling.
 
 We are preparing for the 2016 Giving Challenge and setting our goal at $10,000.  We are also actively pursuing a new fundraising opportunity with "Success."
 
An exciting opportunity we are exploring is philanthropic funding and investor funding to be matched with our upcoming funding of $300,000-$600,000 of HUD HOME and State SHIP funds for our building and development program.  This match would allows to extend our capacity from 3 homes to 9 homes.  Thus increasing our developer fee revenue for sustainability. 
 
We are continuing to explore our effort towards our 75-100 unit affordable rental complex for seniors, Veterans, and those with special needs.  We have moved this initiative to Manatee County because of the lack of matching funding from Sarasota County.

Community Solutions 360 is always looking for ways to expand awareness of our programs, our successes, and our heart warming stories on "how we have changed lives!" 

We have received media coverage (TV as well as newspaper) over our 15 year history.  The most recent story with coverage "It takes a Village" was our about a Hispanic mother with 2 children and our collaboration with a community partner to erect a fence to keep this mother's children safe and give her peace of mind.  
 
Community Solutions 360 is in the beginning stages of developing a monthly newsletter and our website is ever changing with technology.  We have setup up a Facebook page..  This has been a challenge for us in working with an outside independent tech person and our lack of knowledge. 
 
We have created a trifold marketing brochure that we utilize to inform our community of who we are and what we do.  We also have a presentation book and DVD that are used for marketing ourselves to government entities, for grants, potential partners and donors.
 
Community Solutions 360 has access to Sarasota Office of Housing and Community Development and Manatee County Neighborhood Services' websites to promote our housing programs and housing stock.

Community Solutions 360 is on the horizon of developing a 75-100 unit affordable rental complex for low to moderate seniors and veterans.  This population is under served and ever growing in Sarasota and Manatee counties.  We anticipate this project will be purchased and constructed through the use of tax credits, collaborations, and donations.  We are waiting for funding to be released through Florida Housing Finance Corporation in last quarter 2016.  The cost of this project will be $12 million.

Community Solutions 360 continues to thrive in the affordable market with 3 homes sold in first half of 2016 and 2 homes currently under construction and 2- 3 additional home projects to start in the fall of 2016.  We are realizing with the federal budget cuts and changes within HUD that their primary focus is changing from homeownership into rental. We need to be ready to change and we are ready to meet this government and market need!
 
Community Solutions 360 housing counseling / education continues to grow because of the ever increasing need for our community to be educated in the steps to becoming a homeowner or a renter.
 
Community Solutions 360 also realizes the need to assist low to moderate income seniors aging in place and disabled veterans in creating a safe place to live that will accommodate their needs and challenges.  This will be based on funding sources and donations.  We will rehab / retrofit existing housing in accordance with ADA guidelines.

Although a 990 was filed for tax year 2013, it was done jointly with GoodHomes (8 months) & Community Solutions 360 (4 months).  At that time no audit was performed for 2013 because of the transition from GoodHomes of  Manasota to Community Solutions 360.  Community Solutions 360 has completed a 990 and audit for tax year 2014.  The audit will include the 4 months from 2013. Every year after this we will conduct an audit.
